What is the Project: Mt Jewett to Kinzua Bridge (MJ2KB) Trail Club 11/20/19 (Carolyn Stroup, President) PO Box 277 Mt Jewett PA 16740 Mission: Developing and maintaining 7.5 miles of the Knox & Kane Rail Trail, which is a segment of the 74 mile rail trail corridor from Clarion County to McKean County PA. Project: Build (apply TSA surface material) to one mile of the Knox & Kane Rail Trail located within Mt Jewett Borough. Mr Roy Weil-Trail Volunteer Fund: As you know our trail club volunteers put new decking and handrails on 3 old RR trestles in 2018, cleared sections of the trail and put out signage. Then, this past year, our volunteers placed the (1/2) mile markers along the trail, built and installed a kiosk at the end of the trail near the Kinzua Bridge State Park Skywalk and Visitor Center. Because of a grant received from the county earlier this year, we were able to replace 11 sluice pipes and have 3.5 miles of trail graded, dragged & rolled between Mt Jewett and Lantz Corners (US Route 219). Our volunteers worked very diligently this past year to prepare this section of rail trail for a (TSA) finish surface. We now feel we are ready to tackle this next project. In order to accomplish this expensive project, we will be applying for a large grant from PA’s Department of Conservation and Natural Resources (DCNR’s) Trail Development Grant to complete the entire trail surfacing project. (Please see our website’s “PROJECTS” page for more details of our accomplishments –www.mjwkbtrail.club) Now, at this time, we want to apply for an Act 13 grant from McKean County (due next month) in order to put down 1 mile of TSA surface material. We are asking the county for $45,001 which will include adding an ADA accessible parking pad at the Mt Jewett Trail Head (parking lot); and $5000 cash match towards the DCNR Grant which will be submitted in April of 2020. We will be requesting $200-300,000 on the DCNR grant and will need to come up with a 20% cash and/or in-kind match at that time. The one mile of trail will not be included on the DCNR grant application. We want to see one mile of new trail surface completed next year, (primarily located in the community of Mt Jewett) in order to show progress moving forward and give the citizens of Mt Jewett earlier opportunities to use their trail. The reason we want to finish 1 mile next year, is because we are not allowed to do any work on the rest of the trail that is on the application to DCNR for funding, until we would be awarded the grant. We will not know until the end of 2020 or beginning of 2021 if we are eligible for grant money from DCNR as that is their policy regarding grant applications. If awarded their grant, we will be able to continue our project in the year 2021. Our Grant Committee is interested in finding out from your Foundation, if we could count on a substantial financial commitment ($24,500) that would be contingent on MJ2KB Trail Club receiving all or part of the Act 13 Greenway funds? We have included these figures on our Act 13 Greenway application as follows: Cost of 1 mile resurfacing: (TSA delivered and “tailgated” onto the trail) $60,000.00 Cost for ADA (Handicap) parking pad: $ 6,501.00 Total Project Cost $66,501.00 Act 13 Greenway Fund (If eligible, available February 2020) $40,001.00 Act 13 Greenway Fund (If eligible, set aside for DCNR Grant Match) $ 5,000.00 Total Act 13 Fund requested (Total amount available) $45,001.00 Trail Club Contribution (MJ2KB In-kind) $ 2,000.00 Trail Volunteer Fund (cash commitment for Project/Act 13 grant) $24,500.00 Please consider this request and contact me, via email or phone call with your decision.
